Conglomerate rock is a sedimentary rock which is made of a mixture of smooth pebbles and stones that are held tegether by sandstone or limestone.

Conglomerate is made in rivers and streams where rocks and stones are being rounded and or broken into pieces by the flowing waters.

Where the water is still, the rocks fall to the bed and build up in piles as other rocks, stones and sand are piled upon them. Over a period of time the rounded rocks, pebbles, and sand stick together and become conglomerate rock.
