In order to see light must first enter the eye.

Pictures of our surroundings are carried into our eyes on light. Light is not carrying pictures of those persons into God's eyes because there is no light (it is dark) at the bottom of the sea. God sees and hears all things, so, God is not using light (using a different medium) to see the bottom of the sea. The sea is deep. It is possible to see into deep and dark places without the illumination of light!

The upper 650 feet of the ocean receives sufficient sunlight for plants to photosynthesize.

Around 3,300 feet beneath the ocean, sunlight is sparse. Creature who live at these depths create their own light by using bioluminescence.

Light does not penetrate the ocean beyond the depths of 3,300 feet. The light that is visible at this depth is produced by bioluminescence and the glow of erupting volcanoes.
